The suggested Draft Budget of the city of Banja Luka for 2014 reveals major budget expenditure problems.
The proposed budget allocates an unsustainably high proportion (29% of the total budget, or 26.8 million BAM) to city administration wages. Meanwhile, the percentage of the budget allocated for investments has plummeted from 41% eight years ago to 13% today. That is a drop equivalent to 43 million BAM since 2007.
